Can a Person who does not receive Eucharist go for penance?

Thanks for your question. If someone does not have any obstacle to receiving the Eucharist, there should be no reason to not receive it anyway. However, I will presuppose that the person you are referring to has some obstacles… For instance, s/he is not sacramentally married in the Church.
In this case the Church may not allow such a person to go for penance.
The reason is that, when one goes for penance… they recite a prayer called Act of contrition…in which they say, ………i firmly resolve with the help of your grace to sin no more and avoid the near occasion of sin. If you say that to God and then you are aware that you are going back to your “normal state of sin” it would be a graver sin to God.
Because of that, the Church does not encourage people who are not sacramental to go for penance.
